Construction and Management of Automobile Emission Performance

It is learned that the General Office of the Ministry of Transport issued the Circular on Issuing the Construction and Management Measures for Automobile Emission Performance Maintenance (Repair) Technology Demonstration Stations and the Guidelines for the Construction of Automobile Emission Performance Maintenance (Repair) Technology Demonstration Stations (Trial). It will further promote the exemplary and leading role of automobile emission pollution maintenance and repair technology, accelerate the implementation of the emission inspection and maintenance system from demonstration stations to the whole field, effectively prevent and control emissions pollution from vehicles, and contribute to the battle against pollution.

The Construction and Management Measures for Automobile Emission Performance Maintenance (Repair) Technology Demonstration Stations applies to the construction, selection, and certification of demonstration stations, as well as the management of certified demonstration stations. Automobile maintenance enterprises shall submit application materials in accordance with relevant requirements of provincial transportation authority of where they are located. Provincial transportation authorities shall organize a rigorous review of the application materials and, upon approval, conduct a public review process lasting no less than 5 working days in accordance with relevant procedures. If there are no objections during the public review period or if there are objections but the application is still approved after verification, provincial transportation authorities will issue licenses to the demonstration stations according to a unified format and publish the list of demonstration stations to the public.

The Guidelines for the Construction of Automobile Emission Performance Maintenance (Repair) Technology Demonstration Stations (Trial) stipulates that demonstration stations should meet relevant requirements of Class I and Class II automobile vehicle repair enterprises. To be specific, they include over 2 years of experience in the business of automobile emission inspection and maintenance (repair); professional capabilities and corresponding technical personnel for automobile emission performance maintenance (repair) suitable for the contracted vehicle types, with a re-inspection pass rate of no less than 95% for emissions performance of vehicles serviced in the previous year; and a quality reputation assessment rating of AA or above in the past two years and without any complaints related to repair services that should be held responsible.
